If you are targeting the schools other than US and Canada's, you should have a great opportunity while the GRE not GMAT may bind you a bit. For UK's schools, GMAT is required for PhD application in some cases. It is better that you have a master degree, albeit lots of school does not require a appropriate master degrees. They do prefer master student anyway.
