not so much A as B 与其说是A不如说是B

释义：If you say that something is not somuch one thing as another, you mean that it is more like the second thing thanthe first.

例句：Russia and China, in their recentenergy deal, are figuring each other out, not so much as allies as tounderstand their abilities to counter-balance American influence.
