1 overlaped administrative institutions
There are many institutions which deal with food safety problems in China.Their duties overlap or conflict.
The examples.The institutions.
2 inefficient administration--only punishment,no improvement
Institustions only give punishment to those who already break the law.But do nothing to improve the quality of food in China.
3 trade interests
More and more export and trade help China to improve its food safety.But most in international level.Domestic food are still in risks.
The example.Transgenetic food and other food.
4 rapid industrilization
Cities become bigger.The urban government didn't expand as fast as the city did.
Villages become smaller.The rural government shrinked fast.
The grey region--between the city and the rural area.Those are places where bring China food safety risks.
Enhance control over grey zones.
The problem of chemical fertilizers.
The chain from land to table.
Over administration and the corporation between various institutions.
Conclusion:China need more implementation and legislation.

Usually we only have genetic and lifestyle medical record in the hospital, while the geographic information is ignored.                                                                                                        
During the speech, Bill demonstrate where he had lived before and where the environment in US are toxic or terrible. Hepatits B vaccine has been used since 2002, and was proved to be most effective on new-born baby.

Kangtai, the only hepatits B vaccine provider in Shenzhen is suspected to related to the death of six babies.                                                                                                        
Although Kangtai is "actively" assisting in investigation, no one is available to comment.                                                                                                        
In recent years, there were plenty of food and drug issues in China. And many CFDA officers were executed or fired because of taking bribes.                                                                                                        
Now, Guangdong purchase hepatits B vaccine from a corporation in Beijing.

Food crises like reused oil, chemical ingredients in baby formula significantly influenced people's trust in Chinese food.

Because of the huge profit in importing the formula baby milk, many retailers around the world also want to do this business, causing the shortage of milk within one day in some foreign countries.

Food crises is very serious in China. It not only affect the people's normal life but also affect the international trade.                                                                                                        
There are several reasons leading to this problem. Firstly, the confused administration in charge of the food safety. There is no single administration that regulate the food safety. Power is diveided into several administrations.
