Prep08笔记中说：“establish和make provision逻辑上是同一层次的，不应该把establish作为伴随结果（逻辑含义也变得不合理）”
请问我在这里理解为establishing做伴随动作状语，逻辑主语即句子主语act of Congress，语意上难道不合理嘛？

不合理，comma+ing表伴随或者结果，显然表结果肯定不对，那么你往伴随角度理解貌似是对的，但是仔细想想act made provision的过程中还在establish the Library of Congress？这肯定不可能啊，我觉得你要是中文理解可能觉得act在制定条款的过程中同时也建立了...，但是按照英文这是个主观伴随的act也在做的动作，你觉得可能吗？同时，一般comma+ing结构前面不会加also等其他副词，表结果的应该能加thus，thereby等，但是一般都不加，表伴随的更是没有见过加副词的，所以这点应该也能判断。我之前看了jeffery2541的一个总结ing的帖子，是所有og里ing的正确句子，楼主可以去看看。

关于prep说的逻辑上同一层次，我觉得就是act的两种作用，这个得靠理解句意来揣摩了，就是说act既made provision...，又establish...，但是还是想强调establish，所以放在主句了。

A选项好怪啊，that是定语从句吗？后面又加个逗号，还有also...
