我觉得barry说的很对，在此我来补充一下，如果有不对欢迎大家指正
——虽然前面zhima427的回复可以帮到大家明晰选项，但是并没有戳到本质
首先，五个选项可以分为两组
（1）ACD，开头结构都是it costs，其比较对象是to run different plants
（2）BE，开头是the costs of running，其比较对象是costs
我来把A、B选项的第一句话补充完整，大家就可以更好的看到区别了
A While it costs about thesame to run nuclear plants as other types of power plants,
——> to run nuclear plants costs about the same as (to run) other types of power plants
B While the cost of runningnuclear plants is about the same as for other types of power plants,
——> the cost of running n-plants is about the same as (the running costs) for other types ofpower plants
如果从语义来看，我们会发现，这道题想要比较的是cost本身。因为原句想要表达的是：
虽然运营成本基本一样，但是由于投建n-plant的固定成本高，因此n-plant发电总成本高。
因此答案只能集中在B和E中间选。
由于后一句已经省略了cost，那么介词结构for不能省略。
我们再回过头来看OG答案中提到for的问题的地方，应该就会觉得很清晰了：
D The preposition for is redundant in comparing the two objects of run. E The preposition for is necessary in the comparison of the costs.
