选项B的with不能表示因果关系，而且it没有指代对象啊。

B中主要是a United States citizen hold 这里错了。应该是holds。我觉得指代上倒是可以接受。

it 做make的形式宾语。指代后面that a US citizen holds gold ....

使“美国人持有黄金”这件事成为犯罪。
