答案是D，但是PREP解释里有说过because of后面只能加比较简单的名词或名词性短语，像D这种比较复杂的应该改成because...的形式（大概是这样说，原话忘记了），所以一上来我就把D排除了。。。请大家说说看D选项这样可以的吗？还有，排除C是不是因为没有体现原文表示因果的关系：因为这个法律颁布，所以移民发现。。。
