曼哈顿一道罗辑题

Charter schools are independent public schools that are given greater autonomy in exchange for increased accountability. Charter school operators are freed from many of the regulations of the traditional public school bureaucracy, thereby allowing them to pursue more innovative educational ideas than non-charter public schools can pursue. 我可以理解D是对的,可是如果D是对的A为啥不可以呢??感觉道理差不多呀,freed from regulation不就是可以推出do not emphasize order and discipline吗。。。。。

对于A选项,它玩了一个shell game(偷换概念)。
题目中的charter school的定义 schools that are given greater autonomy in exchange for increased accountability 翻译过来就是 "(学校自己)有更多自主管理权(而且万一弄不好了要自己担责任)"
A选项中却说 "schools that emphasize order and discipline" 翻译过来就是 "(对于学生)强调纪律"

那么"有更多自主管理权"的学校就一定会"强调纪律"吗?不一定。举个例子,如果我是校长,我办charter school,我就坚信 放羊管理 会让学生阅读水平更好(只要我的学生牛就行了)。
