是不是可以这样子理解：

funding for development of the park中文是：为了公园的发展建立的基金

可见两个of 要表达的意思是不一样的，一个是“由……合成”，一个是“的”

如果是理解为“由……合成”的of，后面的modifier就是修饰of 之前的名词，

如果是理解为“的”的of，后面的modifier就是就近修饰of后的名词？？？？
