原本我也选a的,但是细想一下

it 的指代似乎有问题,指的是 a greater proportion这一整个连中心词带修饰,带回原句,就出现了问题

所以似乎犯了<美国东西部地震>那题og的毛病,在上面这个例子中,construction industry’s economic health 代前代后都似乎没有问题,所以a似乎不对了
