for what i know, benefits are very different based on which country the branch is located, because they are regulated by the local laws and HR practices.
If you only work in A2 location short term, you should choose a place for your long term development as your benefits location. In this case, most likely it is A1 in China.
You should require to sign contract with Chinese Branch so you will get Chinese Si Jin started, they are very important, especially the public housing fund. You should require A1 to provide health insurance to you to cover your overseas medical expense while in Africa.

it is all about negotiation, whether you can get what you want is depended on how much they want you and how hard they can find a replacement for you. since you didn't negotiate well at the first place, you should prepare for the worst when you re-negotiate with A1, prepare that you have to leave A and find another job, or you bear it for another year.
