remove and replace the discolored layer, 是主动语序啊，如果像你说的就应该是被动的语序了不是吗。

if the discolored layer is allowed to be removed and replaced.

我不知道你看的是什么解释，但是这里完全没有必要去考虑什么形式主语。

这里只要知道if they are, then will 就可以了，因为前面是Restorers所以用的是They，it在这里根本就是错的，因为没有合理的precedent

It is allowed to remove and replace the discolored layer of varnish on the Mona Lisa.  = It (subject) is allowed (verb) to remove and replace the discolored layer of varnish on the Mona Lisa.

后面一句不定式不能充当主语因为allowed 是Verb, 不是Adj.

SC的答案跟语感无关。因为每个人的语感都不一样。同样也不会有正确答案仅仅是因为GMAC喜欢这种用法。
