可不可以说：the author implies that planting artificial flowers in the pots is the best way to save money for the city...but the author offers does not why other ways are not available or why other ways are not as good as the method of planting artificial flowers. Possibly, changing a contracted horticulture company which is more experinced and more efficient is the simplest and the most economic way.
