是不是因为 stemming from the fixed costs of building nuclear plants 作为 adv modifier位置不像是 noun modifier那样固定 故而这里可能修饰临近的the electricity they generate is more expensive 也可能修饰to run nuclear plants/to run other types of power plants?

they 同理 既可能指代nuclear plants 也可能指代other types of power plants ?

不能把B选项看成the cost （of running n-plants） is about the same as  (for running) other types of power plants吗？
总觉得the cost of running n-plants is about the same as (the running costs) for other types ofpower plants没有平行呀?cost of 和 the running cost 不算平行了呀？前面的running 和后面的for 都没有平行对象呀
