“While( when, once, until, if , though等连词)＋分词”结构现在分词或过去分词作状语时，有时可以在分词前加While，when, once, although, until, if等连词。 至于为什么不用过去分词，我想主要差别在于：现在分词表示“主动和进行”，过去分词表示“被动和完成”(不及物动词的过去分词不表示被动，只表示完成)。
【例如】
When leaving the airport, she waved again and again to us.
While waiting for the train, I had a long talk with my sister about her work.
另外我参考了一下前人的讨论，根据以前的斑斑解释还有一种可能是因为：
While引导从句时,如主从句的主语一致,且从句谓语又含有be,则从句主语和be可省略。While后可直接跟现在分词、名词、形容词或介词短语。如:

对于 while 主句同可以改成分词片语省略主句, 我也是这么认为(经过好几天的争扎理清的)

那么233题的while raising又怎么解释呢？
我认为是状语从句省略形式:
可能是:while it (指代主句主语the implemented shift work equation) is raising production....
意思是:这个东西在提高产量的同时,降低了员工中的生病,在工作中睡觉以及疲劳 (不是很准确,但大概是这个意思)
我认为第一道题目，convicted criminals，就是主句的主语中的核心词，相当于them。
所以while doing也是修饰主句主语核心词
