61，政府对商业社会的帮助是明显的，比如反垄断，消除负的外部性（污染）。但同时，政府可能会采取一些政策比如地方保护主义，或者关税，或者行政垄断（电力，电信），这样抑制了竞争，对商业又是有害的。
