D is correct.

Your understanding of "Because of 后面应该加名词或者名词短语啊。" is also correct.

To make it simple, in D, the "law" is just a noun. The other part that follows it is to modify law.

B has at least two mistakes.

1. "that" is not correctly used here.

2. "hold" should be "holds"
