Bureaucracy指的是官僚机构还是官僚作风？

指官僚机构有扁平变得垂直，层数增多

不知道lz看的范文是哪里的，我想可以写写公共交通吧，看似“用户友好界面”，修了这么多的路，可是没有真正解决堵塞的问题，有很多“不方便用户”的表现。

第2题，中立。有可能对上一代文化进步的传承，也有可能是创新（比如说音乐），甚至有可能是在批判中发展。
