Well, if that is the case, it looks like a run-on sentence. "Bihar is..", "it has.."

首先楼主看一下这个是比较什么。是比较收入low（adj），那么than后面的是国家，不是一个概念上比较。所以lower than that(=)the income of xxxx国家。

第一， than+in XX国家，注意，比较级的话，如果省略引起了歧义，是不能省略的，那么这里是很模糊的,而且你也知道是收入比较，income in XX国家，可是收入和income是从属关系，是某一个国家的收入，不是在这个国家里面的东西啊。。注意一下语境就可以。。
