我看这个句的时候也一开觉得奇怪。既然划线部分是“what is much more”（5个选项都是这么说的），说明后面3者并不是并列关系，否则就该是what is the most 了。从句意出发，是说后面这the use、the reason、the meaning哪一个更加难determine，那么what 指代的对象就一定是其中之一了，单数。
所以选is。
e.g. What is difficult to understand is A.；What are difficult to understand are A and B.
What 在句中做宾语：What I want is A.；What I want are A and B.
e.g. What I want is your happiness.；What I want are good job and happy life.
