标题: og 225 解释里没提到的一个问题
225. Minnesota is the only one of the contiguous forty-eight states that still has a sizable wolf population. and where this predator remains the archenemy of cattle and sheep.
(A)    that still has a sizable wolf population, and where
(B)    that still has a sizable wolf population, where
(C)    that still has a sizable population of wolves, and where
(D)    where the population of wolves is still sizable;
(E)    where there is still a sizable population of wolves and where
在我看到这道题的时候，我首先就凭着that still has 否决了A,B,C,因为，我认为that从句修饰的是forty-eight states应该用复数的谓语动词，可是og的解释里却没这么说，我的想法是不是不对啊？？

the only one of.....that..，此处的that是修饰the only one的，而不是of后面的名词。

还是要根据句意判断定语从句修饰.

新东方讲过：定语从句的that修饰最近的名词，但在the only one+名词时，that是修饰one的，这种情况时the only one这三个词是缺一不可的。

用where 修饰Minnesota（地方）不是更好，where 的定语从句放在后面是因为如果紧挨着主语将会使句意分散，不简洁。
我个人看法请高手指教。
