The passage does not tell any information about the legislation's motives.It just tell the action and propsal toward woman working in lead factury

我也是在A.B之间想了一下..motive这个字让我排除A


c的话如果要有certain proposed legislation was eventually enacted这句话之味道


应该在文章最后还会再加个一小段来强调
