這是省略的情形和og132(students), 187(Americans), 200(populations)的情形較為相似，亦即，名詞在泛稱的情況下可以省略，不會造成誤解。可以再研究、討論！

我认为这里的it had had for ...应该是承前省略，省略的动词部分应该与前面的谓语动词一致，即 it had had entered Russia。可是这里要表达的意思是以前的supply与这次的supply之间的比较，补出had had反而好像不能清楚地表达比较对象吧（比较的对象是状语中的主体词而不是主语）？
