consider to be 到底有没有错?

            Consider sb./sth+.(as)+形容词/名词。其中，as可以省略。
                
We consider him honest.我们认为他很诚实。
                
At first they considered me as a doctor.起初他们认为我是医生。
                
2.  consider+sb./sth.+不定式。（构成复合宾语结构,）其中，通常不定时为to be (可以省略)或者完成式。

We consider this matter to be very important.我们认为这件事很重要。
            
We all consider him to have stolen the bike.我们都认为他偷了自行车。
        

Consider作“认为”讲, consider ... as/ to be.... 都可以,   as // to be 可以省略.  既然以简洁为主, 就没必要用as . to be 了.

在GMAT SC考试环境中，只需牢记这3点即可：

consider/make n1 n2; （别管as的事, 可以就认为有as是错的) At first they considered me a doctor(引用楼上例句做修改)

consider/make n+adj;  (别管to be的事，可以就认为有to be是错的) i consider the story true.

consider/make it adj to do (无it不能用to do) i considered it good to go out for a walk.

make与consider用法相同.

根据以上规则排除ABCD，E符合 consider n1 n2结构

我觉得这里A选项的consider A to be B并没有错误。只是比较Consider A B，更加简洁，因此也就比较好。

A选项中关键的错误在于宾语的指代错误，没有使用them，而是用了these。
