according to XDF (or whatever grammar book, I don’t remember), we usually use v+ing modify such ‘laws’. The rationale behind it is that as long as the ‘laws’ exist, its content is in effect, therefore, the ‘v+ing’ is used to illustarte the ‘forever’ existence nature of the ‘laws’
1. ‘Directive’ is similar to ‘law’/or any governmental legislations, v+ing is preferred. 2. C best expresses the meaning that the Directive prohibits sales.
