我选D是遵从了concise的原则，个人觉得"educators are at fault"比"it's the fault of educators"简洁跟地道。而且C里面连着用了两个IT，有点指代不清的嫌疑。

我不确实at fault for是不是习惯用语，手头上没有很权威的字典。

嗯，似乎有道理，而且C中用了完成时也是没有依据的。是我糊涂了。

不过这句话的意思怎么翻译呢？
