我觉得实际上还是可以理解的啊，就是一个定语从句修饰nongovernment  organization

why???????

还有一个问题，

using the participle creating not only violates parelleism but also cause misreading the participial phrase could modify the first part of the sentence(这里是指什么)

这里如果用现在分词的话，就会出现修饰不明的问题。正如og里面的官方解释所讲的：会导致误读：creating这个动作成了national academy...发出的了。但是在这道题里面的三个平行动作的逻辑主语是the nation。我是这样理解的。

B中的“that takes"  答案中说是illogical的

我觉得实际上还是可以理解的啊，就是一个定语从句修饰nongovernment  organization

why???????

restrictive clause "that takes ..." modifies organization. present tense can be used to mean 一种特征. 这里说明organization的性质. 为何不可?
