4.整句我觉得是省略了这些成分后的结果

An inventory equal to 90 days sales is as much as ( the inventory)eventhe strongest businesses carry, and then  ( is )only as a way to anticipate higher prices or ensure against shortages.

别忘了as much as 是个比较结构,比较结构前后可省略相同成分的

因此我觉得carry是动词
