The following is an excerpt from a memo written by the head of a governmental department.

1. Companies agreed to follow an existing code of ethics does not elinimate the possibility that they will always follow. Every company agrees to follow general accounting rules, but there are still many break the rules. So, don't mistake necessary conditions with sufficient conditions.
