我觉得这个提纲的思路是不是不对? 因为题目说的是青少年犯罪,提纲除了第1点,其他都是只说明犯罪而已. 这样的题目重点是在犯罪还是青少年?

我的意见，此题除了上述从青少年犯罪对公司业务的影响角度来阐述，也可以从以下几个方面：

1、某些BUSINESS从根本上应该为青少年犯罪负责：比如电影业电视业、游戏机娱乐业...他们应该从根本上改进自身产品的舆论导向和分级管理，为减少青少年犯罪出力。

2、公司作为社会的一分子，负有一部分的社会责任，他们交纳的税金有一部分被用来预防和阻止青少年犯罪，因此，公司应该关心政府在此方面的措施和手段，进行有效的监督和促进。

1一些产品和宣传会对青少年造成不良影响的企业有责任和义务去做一些避免这些情况发生的事情例如公益广告等等。
2但是不相关的企业就没有必要去做这些预防工作。首先他们没有这个义务其次他们和这个领域不相关做这些事情比较没有效率。
3有些人可能会反驳出企业是依托社会才能盈利的那么企业有必要捐款以扶持预防青少年犯罪等社会问题。但是我觉得只要企业依法纳税就足够了。额外的应该是自愿性质不应该是强迫的。

这个是我的提纲。至于你找的那个我觉得也可以啊。虽然是所有犯罪的共性问题，但是不意味着写某个特殊问题就不可以讲共性的东西。
