132. Governments should not be responsible for regulating businesses and other organizations. Instead, society would benefit if the organizations themselves assumed most of the responsibility for establishing and enforcing their own standards and regulations.



Should the government or the organizations themselves be responsible for the establishing of regulations and standards?  Different people have different opinions owing to their repective backgrounds . The author asserts that the society would benefit if the organizations themselves assume most of the responsibility for establishing and enforcing their own standards and regulations. However, as far as I am concerned, I cann’t agree with the author owing to the following reasons.


Firstly, the organizations prefer to reduce the standards or establish the regulations which are easy to meet or preferable to them if they are given the rights to establish the regulations and standards. The aim of the organizations is to make profit. If the standards are high or strict, the cost of the organizations will go up. The organizations don’t want to see their cost goes up.  So considering their own interest, the organizations will make the regualations and standards easy to meet .  For example, a food producer will not establish too high standards or much more strict regulations if they have the right to establish such regulations and standards. Or they will reduce the standard to make the food dangerous to people’s health. Then it will be harmful to the society.


Secondly, it is also difficult for the orgizations to establish such regulations and standards if they are given such rights.  Let’s make an example. There are two organizations in the same line. One has the modern machines and the latest technology . On the contrary , another one’s facilities are old and technology is out of dated.  Each of these two organizations wants to make the regulations and standards more preferable to itself. So who should have the right to establish the regulations?  


Thirdly, only the government can make the moderate and fair regulations and standards . The government can send a group of people to analyze relative fields and the conditions of the organizations , to establish acceptable standards , and to enforce the management of these organizations. Only in this way, the society can benefit.


Admittedly, the government should not establish too many regulations and standards which will badly influence the activies and enthusiasm of the organizations.


In conclusion, I cann’t agree with the author . The government should be responsible for the establishing and enforcing the regulations and standards. But the government’s management should be moderate.

用establishment似乎更好?如果是用你的说法直接说for establishing regulations and standards 就好了。
