The government can send a group of people to analyze relative fields and the conditions of the organizations , to establish acceptable standards , and to enforce the management of these organizations. Admittedly, the government should not establish too many regulations and standards which will badly influence the activies and enthusiasm of the organizations.

In conclusion, I cann’t agree with the author . The government should be responsible for the establishing and enforcing the regulations and standards. But the government’s management should be moderate.
