其实问题的叙述有个ASSUMPTION，GG可能每注意，就是：人们对生态和工作同样的关注。如果D的问题回答了，就是说人们在这两个问题上有轻重的话，和最后结论是有关的。

我的理解：filled，填满的意思，C即“所有的工作是不是全部都由当地人来干？”题目里说的是“当地人想要工作”，所以我觉得正确的问法应该是“是不是所有的当地人都能得到工作？”，C这样的问法我认为 与“evaluating whether the board indeed faces the choice”也是无关的。当然B也是对的。
