The goal is to save without harming clients financially. C will increase clients' financial burden by paying extra interest, thus weaken.

我覺得d不對主要是因為financially這個字,因為只有C在finance上有harm the client

D並沒有

Plan的目的是save money without cutting reimbursements or otherwise harming clients financially,所以要criticise这个plan的话,要不就指出它会cut reimbursement,要不就指出其harm client financially

C很明显就指出了后者,即客户要借钱去还医药费,因而产生的额外的利息支出。所以C是答案。
