You have to understand the meaning of the passage in order to reach a correct choice.

"if public policy is hostile to, say, environmental concerns," means:

"if public policy is not friendly to, for example, environmental concerns, ..."

The structure is: Voters influence/decide P's policies. So the environmental policy should be determined by/related to voters too. Only E shows such a relation: voters vs neg (an environmental policy).
