我觉得是这样：这里有个assumption,就是——本地的编辑才能写出反映本地人心声的报道。

原因是：文章的行文逻辑  你不用读其他报纸，比如DB，因为DB得owner是那些不关心本镇的外地人。读DC就行了，因为它是唯一反映本镇人心声的报纸。

如果我说的这个assumption不存在，那么文章就不logical 啦。还有，D就是反驳这个assumption得啊。
