大全-a-17

17.   With Proposition 13, if you bought your house 11 years ago for $75,000, your property tax would be approximately $914 a year (1 percent of $75,000 increased by 2 percent each year for 11 years); and if your neighbor bought an identical house next door to you for $200,000 this year, his tax would be $2,000 (1 percent of $200,000). Without Proposition 13, both you and your neighbor would pay $6,000 a year in property taxes (3 percent of $200,000).

Which of the following is the conclusion for which the author most likely is arguing in the passage above?

(A) Proposition 13 is unconstitutional because it imposes an unequal tax on properties of equal value.

(B) If Proposition 13 is repealed, every homeowner is likely to experience a substantial increase in property taxes.

(C) By preventing inflation from driving up property values, Proposition 13 has saved homeowners thousands of dollars in property taxes.

(D) If Proposition 13 is not repealed, identical properties will continue to be taxed at different rates.B

(E) Proposition 13 has benefited some homeowners more than others.

它这个数是怎么算的呀,没看懂,晕。

尤其是最后一个,两种房子的价格不一样,怎么会付同样的钱呢?

最后一个是根据房子的现价来定的tax(3%),所以一样啊。

brain storming on processing this problem:

A: unconstitutional & C: preventing inflation  are totally out of scope.

E is not supported with any inforamtion. You can not draw a conclution that some benifit more than other by referring the two buyers in the context.

D is wrong according to the information in context. Identical house will be taxed at the same tax rate, 1% of the purchasing price in the first year and 2% increased every year later.

B is right: the new buyer saves at least 2% * purchase price, while the older buyer saves 6000 - X;

被914,2000,6000这几个数字绕糊涂了

想了下是不是从rate来考虑比较好,有proposition13的时候税率是1%,repeal以后是3%

(A) Proposition 13 is unconstitutional because it imposes an unequal tax on properties of equal value.【unequal错,因为都是1%】

(B) If Proposition 13 is repealed, every homeowner is likely to experience a substantial increase in property taxes.【increase in taxes = 房价涨*税率也涨1%to3%】

(C) By preventing inflation from driving up property values, Proposition 13 has saved homeowners thousands of dollars in property taxes.【proposition 13 preventing inflation没有提到P13有这个作用,而且无论property values如何变,P13都是按1%收取,应该不算saved吧?】

(D) If Proposition 13 is not repealed, identical properties will continue to be taxed at different rates.B)【P13都是按1%收取,不是different rates】

(E) Proposition 13 has benefited some homeowners more than others.【repeal以后是3%,所以P13 benefited 2%】— —这个解释有些牵强不过比较B来说B项推了一步,E项似乎推了两步了……

我错的稀里哗啦的……大家多指教……

preposition 13的情况下按历史成本计价,税率逐年递增;非preposition 13情况下,按照房屋现值计价,税率固定,看晕了
