15.   In the United States, vacationers account for more than half of all visitors to what are technically called “pure aquariums” but for fewer than one quarter of all visitors to zoos, which usually include a “zoo aquarium” of relatively modest scope.

Which means we have to use  our own judgement or knowledge to finish this question. The knowledge/judgement is that vacationers,rather than visit the nearby “zoo aquarium”on holidaies, tend to visit the P.A. in the big cities other than where they are living.
However, I believe that many people do like to visit a nearby “zoo aquarium”.

I do not wanna make it too complicated. But sometimes really get puzzled with the logic.
