With Proposition 13, if you bought your house 11 years ago for $75,000, your property tax would be approximately $914 a year (1 percent of $75,000 increased by 2 percent each year for 11 years); and if your neighbor bought an identical house next door to you for $200,000 this year, his tax would be $2,000 (1 percent of $200,000). Without Proposition 13, both you and your neighbor would pay $6,000 a year in property taxes (3 percent of $200,000).



Which of the following is the conclusion for which the author most likely is arguing in the passage above?



(A) Proposition 13 is unconstitutional because it imposes an unequal tax on properties of equal value.



(B) If Proposition 13 is repealed, every homeowner is likely to experience a substantial increase in property taxes.



(C) By preventing inflation from driving up property values, Proposition 13 has saved homeowners thousands of dollars in property taxes.



(D) If Proposition 13 is not repealed, identical properties will continue to be taxed at different rates.

i think the answer is B. FROM THE PASSAGE, WE MAY,AT FIRST, CONCLUDE THAT THE author want to say something good about the proposition 13, so we can eliminate A and D.what c says has not be metioned in the passage .Though proposition 13 benifits the owners of real property, but it doesn't mean that proposition has done more than others,so e is not the answer.

so the answer is b.

I think it's C.


identical house 11 years was 75k, now it's 200k, that's inflation, decrease of purchasing power.


other choices don't hold, they are assumptions, right or wrong.


try to explain more:


A, irrelevent.


B. every? no, not new owner.


D. identical property, different rate?  not necessarily.


E. P13 doesn't discreminate among owners, it depends on purchasing time.

why don't I choose B?

B sounds reasonable, without P13, tax will be collected by the formula:

present value of the property * present tax rate.

it's possible owners pay more tax. but if house market goes down or tax rate goes down, it's possible too owners pay less tax. so I don't think every is likely to pay more.

我觉得你说的“作者想说P13的好话”是没有依据的。B的结论从原文是推不出来的。我还是认为选D。有确定答案吗?
