这句话说明为什么选　E。

政府不制定政策

一帮为了自己改选的人（选出来的）制定政策

也就是说，政策好坏和政府无关，而是和那帮有私欲的人有关系

可是又出现了国家政策和environmental concerns冲突，则说明不是国家故意制定成这样的，而是那帮人制定的。

那帮人为什么这么制定呢？因为他们要改选，而投票制定的也是他们，他们给出的理由就是他们do not strongly wish for a different policy。

至于D。the majority of voters vote for certain politicians because of those politicians’idiosyncratic positions on policy issues。前提是选举办公室认为that.....这后面的that应该是写他们的私欲的，用来解释该现象的。而特殊的位置决定有点说不通。
