讨论一下：
89.Since the health consequences and associated costs of not rejecting
that one percent would be negligible, whereas the cost of maintaining
the agency is not, the agency's cost clearly outweighs the benefits it
provides.
划线部分是premise：说的是什么捏---- 忽略那1%的劣质cheese带来的食品安全问题及成本很低，可以被neglected。但是这个Board的运营成本很高。
所以conclusion是：维护这个Board的成本，高于它的带来的好处

-----从premise到conclusion的逻辑线没有问题。

那么要EVALUATE，结论是不是正确，只要看实际情况是不是符合premise就可以了。

A,D,E is irrelated choice。。。。

B,C中选：

B试图评价Board的运营成本，但是out of scope了。评价一个组织运营成本的高低，不决定于他是不是努力降低成本，以何种方式降低。而是决定于降低后的实际成本。无论B是否成立，都不影响对board运营成本高的评价。（取是取非都无关）

如果B这样说：在降低成本以后，是否board的operating cost已经非常非常低？那么B有可能成为选项。

C很清楚了：是不是 Board检查出1%劣质产品，阻止了远远不止1%的可能的substandard cheese进入market。如果C是的话，那么忽略那1%的劣质cheese带来的食品安全问题及成本就很高了，premise就不成立。conclusion就不成立。如果C不是的话，premise就成立，conclusion就成立。

Ａ说　ｔｈｒｅｅ　ｔｒａｉｌｅｒ安全的原因是在ｓａｆｅ　ｈｉｇｈｗａｙ上。那么ｔｈｒｅｅ　ｔｒａｉｌｅｒ本身带来安全吗？就未必了。

哎，可能是早上做了一套模考又做逻辑，脑子有点转不动了，把89题里面的substandard看成了substantial....理解了半天

。
90题现在也不知道刚才为什么没有理解，差根玄了。

我怎么觉得如果C答yes的话应该是才是说成本变高，而答NO才是顺应题目成本不高呢。
