这题有一个潜在的假设

如果对政府有利，则对工人阶级不利

如果对政府不利，则对工人阶级有利

原文第一句For    a    local    government    to    outlaw    all    strikes    by    its    workers    is    a    costly    mistake

所以答案c中的    more    advantageous    for    public-service    就是最好的对应

普遍来讲strike outlaw----导致最终用bind arbitration解决-------这是costly的
但是Strikes should be outlawed only for categories of public-sector workers,因为对于他们没有别的替代方法。
所以C中说的正好是这个，只不过没有直接说strikes outlaw好，而是用了bind arbitration，其实都是一条线上的。
