结合题干和选项：新法律提高了最低工资水平，大企业必须遵守所以大企业的工资水平将提高。小企业为吸引工人必须和大企业工资水平保持一致，所以小企业的工资水平也将提高（尽管小企业不必遵守新法律）。所以小企业会反对。

应该是这样吧

这道题在看题目的时候看到surprising就应该思考一下为什么？

因为小企业在反对一个从法律上讲对小企业有利的规定。

正确选项告诉我们事实上这个小企业并不能按照法律规定的那样免除最低工资，就解释了这个矛盾。

127.题干说surprising，所以小企业出于其他考虑不希望法律生效。其实他们反对的是raise wage,而不是exemption。因为小企业为吸引员工必须支付lowest wage，所以真正对他们有影响的还是raise wage.

116 这个however，在这里怎么显得很不合适，觉得通篇都是递进的关系，没有转折阿？怎么要however呢，请指点？

127的c选项 (C) The exact number of companies that are currently required to pay no less than the minimum wage but that [Y1] would be exempt under the proposed laws is unknown

这句话怎么翻译呢？第一个that是company德从句，那么第二个that呢？前面还有一个but,是不都是修饰company,但我觉得就不用but that了，直接用but 好过啦，为什么多了一个that呢?
