偶不是NN。。。

我的理解是，B选项先去掉not，是说大部分被鉴定为是浪费但却预备实施（没有被cancel）的project都是在prezident自己党派的控制区域，那就说明president是出于党派利益考虑的，那就weaken了原文的结论。

Not＋weaken，即是构成assumption了。

必须要假设NON PARTISAN不是政府一伙的，他们的意见必须是权威和客观中立的，这个结论才能成立

B：即便假设了这些工程是那些“对立政府地区”的，那么政府就更有可能对他们进行政治限制了啊

这个参考答案B太别扭了。The scheduled highway projects 这个东东原文中根本没有，这里出现是不是超出原文的限定范围了？逻辑题很忌讳转移对象的。

是B啊，如果这个政客引用的那个NON PARTISAN的书里提到的The scheduled highway projects identified as wasteful 很多是这个政党这边的地区的，那他才不会说呢，搬起石头砸自己脚阿，他要是说了，他这边说完，那边就拿着这本书来让总统把他们区里的wasteful 的计划也取消了。

（我觉得有时候这不是逻辑，是。。。。。）
