Springfield Fire Commissioner: the vast majority of false fire alarms

are prank calls made anonymously from fire alarm boxes on street

corners. Since virtually everyone has access to a private telephone,

these alarm boxes have outlived their usefulness. Therefore, we

我怎么觉得是A呀？C好像并不能使假警报减少啊 A的话因为可以追查到private telephones的来源，所以假报警的人就不敢打了呀 减少了假警报而且without hampering people’s ability to report a fire  谁能解释一下？谢谢~

few month ago, I vote for C ; however, this time I stand with you.

C is talking about something that will happen after the call is made. But conclusion is talking about the ablilty of report that private calling has, the content or following is not the point of the conclusion.

conclusion has two requirements:1.reduce prank calls 2.private calls can be made by people to report fire alarm.

As we know, the argument has saied that virtually,everyone has a private call so everybody could use it to report a fire. Just thinking, alarm box at the corner of street has no function of saying everything to firehouse so private call is better relatively.

Reduce prank calls: most of them came from alarm box, if we cut the amount of them and use private calls to replace these boxes, it will make sense when private calls have access to almost everyone.

A could meet the needs of these 2 requirements. I vote for A this time.

我觉的还是选C:

因为题干中讨论的是fire alarm boxes 和 private call 之间的优劣势，只有C选项是直接讨论这个话题，是最相关的，其他的都不是合适的选项。A项是support了结论，但是从与题中讨论的话题无关的方面入手。

A只是说police trace location by private phones，没说private phones可以自动知道地点。比如你想private phones包括固定电话和手机。

C讲 通过电话有更多信息可以提供给fire department 如比nature size等 但是不能解决prank calls 这个问题  其实题目关键还是说去解决prank calls但同时不影响人们报告火灾
