我认为应该选D,把一些行业排除在污染控制之外,那么应该造成污染状况不好转,对题干起不到支持作用.而B中,新的gas spectrometer 更准确测定,有可能原来不能测出的污染现在能测出了,但是也有可能原来测出的污染是错误判断,现在判断准确了,就减少了测出的污染,对题干有支持作用,怎么不对呢?
