答案是B，没有弄明白。B中的privately funded schools和when economy has been strong都让我觉得它是无关项。我觉得A正确，因为A说目前的“学生老师比”比最近一次Recession时还高，也就是说老师的相对数量目前比Recession时还少，这样就是说，即使没有新的立法，也不可能再减少老师职位的数量。
