水平有限, 也不知道解释得对不对?

觉得C是错误的。

tax amount = assessed value * TAX RATE. 文中没有提到过TAX RATE, 所以不支持C的结论。
实际上，如果TAX RATE增加，tax amount反而会增加。所以C选项错误。

补充：文中说的“The percentage
of assessed value that was paid as property taxes to the city”，是指real estate税额占整个city年度税收总额的percentage.

我觉得A是正确的。是原文最后一句的rephrase.

The only fact from the argument is that the total property tax revenue has declined over the past 4 years. Since the argument did not mention anything regarding what percentage of the property is in the city's budget, so that we have no way to judge the percentage is up or down. For example, the city may collect more revenues from other taxes, such as sales taxes or business taxes. As a result, the property tax percentage is down. Hope this helps.
