此题应用取非法，

The telecommunication equipment （that would be imported into S if the exemption were to be granted） would （not ）be available solely to top development officials in S.
去掉括号内的内容，则直接反对telecommunication的evidience(it is impossible for a country to remain repressive when telecommunication equipment is widely available to the population of that country. )

简单一点吧
原先限制出口的目的是让government of Country S to become less repressive
但如果出口的话，由于有了电信产品就can not remain repressive when telecommunication equipment is widely available所以也可以达到less repressive的目的，
但是怎么样让他们达到widlely available 的程度呢，OK,应该让产品to the population of that country
最后为这二者（population and not solely officials）找到一个联系的桥梁，如果不禁止出口的话，这些电信产品就会to the population of that country
