    原文为了说明合理,Press secretary为了对反对党说明:总统不是为了报复而是为了预算才取消的计划。引用了一个无党派人士的报告。E说,如果反对党不认为这报告合理,也就没办法达到结论了。所以如果没有not,就是assumption。


    B,wasteful的project都在总统辖区是必要条件,如果都在反对党辖区,就不具有说服力了
