是不是可以这么翻：如果一个user即使是轻微得过度使用公共地，其他user也有可能这么做甚至更厉害，这样导致对每个user的费用超过其收益。

由此可以看出user会因为顾及个人利益而不过度使用公共地，由此公共地情况比私人地好

好像也蛮勉强解释了那个现象。

但是我不觉得是勉强解释,呵呵,首先看题目找出矛盾多在.

题目中说:

大家用公共草地不仔细=>公共草地比私家草地差.这里隐含了一个必要的因素就是大家是以自己利益为先的.

但是调查显示公共草地比私家草地要好,

选项D正好解释了为什么大家在以自己利益为先的情况下还是得出了公共草地比私家草地要好,不是因为大家大公无私,而是因为用了公家的更影响自己的利益.

D正好用题目中的两个矛盾的共同点来解释.
